This strategic plan for 2024-2029 for the PSF agriculture and livestock cluster provides the blueprint for the strategic interventions of the cluster towards championing the businesses for agri-business members. It is organized under four chapters: introduction, cluster analysis, strategic framework, and implementation framework. The introductory chapter presents the background, rationale/purpose for the strategic plan, methodology and approach and alignment of the strategic plan with relevant policies and strategic documents, locally and internationally and PSF orientations. The second Chapter presents the Cluster analysis, with an overview of the cluster, situational analyses (PESTEL, Stakeholder and SWOT).
The third Chapter presents the strategic framework; vision, mission, objective. The strategic pillars and interventions of the PSF Agriculture and Livestock Cluster Strategic Plan (2024 -2029) are developed into six pillars, which will help the Cluster to respond to its members’ needs effectively and efficiently within the period of this plan, and they are: Membership mobilization, Advocacy, Business development, Capacity building, Cluster’s Institutional Strengthening and Cross Cutting Areas. This chapter also carries the logical framework and the assumptions and risk mitigation plan.
The fourth chapter the strategic plan implementation framework that is composed of the implementation framework matrix, coordination mechanism, communication, advocacy, and visibility plan for the cluster, costing and resource mobilization plan and monitoring and evaluation framework.
Rwanda's Vision 2050, known as "The Rwanda we want," stands as the nation's enduring blueprint for development, with the objective of advancing the economy to an upper-middle-income level by 2035 and achieving high-income status by 2050. The primary aim is to modernize the livelihoods of all Rwandan citizens. In pursuit of this transformative path, fostering private sector-driven growth is recognized as a fundamental driver. Within the framework of the agriculture for wealth pillar, the overarching objective is to achieve agricultural transformation characterized by equal participation of both women and men as proficient farmers, alongside the development of commercialized value chains.
The contribution of agriculture in Rwandan economy is very fundamental. The sector employs. 64.5% of the working population and represents about 25 % the National GDP. Agriculture continues to be one of the most important pillars of Rwanda’s economic growth and a much emphasis for agriculture transformation has been underpinned under the current national development strategy NST-1. In recognition of its potential, the government set an ambitious agricultural agenda under the current strategy for transformation of agriculture (PSTA 4) aiming at transformation of Rwandan agriculture from a sector characterized by low productivity to a sector using knowledge to increase productivity and investing in value addition and commercialization. PSTA 4 envisions a shift in agriculture from a subsistence sector to a knowledge-based, value-creating sector that significantly contributes to the national economy and ensures food and nutrition security.
The Rwanda Private Sector Federation (PSF) serves as an overarching organization established with the specific purpose of promoting and representing the interests of the Rwandan business community through impactful policy advocacy. Comprising a secretariat, a supervisory board, clusters (such as Trade, Services, Agriculture and Livestock, and the Specialized cluster for youth, women, and persons with disabilities), and associations, each with its own board, the PSF structure is designed to ensure comprehensive representation.
The establishment of clusters occurred during the 2022 PSF restructuring, which involved the merging of several chambers into clusters. This restructuring aimed at fostering effective coordination, synergy, and enhanced performance. Notably, the PSF Agriculture and Livestock cluster emerged from this reorganization with the primary goal of fortifying, assisting, and promoting the businesses of its members across diverse sectors. Like other clusters, the Agriculture and Livestock cluster collaborates closely with the PSF Secretariat to mobilize coordinate and advocate for its members on issues influencing their businesses. To streamline efforts and prevent redundancy, action plans for all clusters are consolidated and harmonized to encourage synergy.
