PRIVATE SECTOR FEDERATION(PSF) JOB ANNOUNCEMENT

The Private Sector Federation(PSF)is a professional organization, dedicated to promote and represent the interests of the Rwandan Business Community. It is the umbrella organization and voice of the private sector.
The Private Sector Federation would like to recruit:

1. Head of Monitoring and Evaluation
2. Director of Advocacy, Communication and Labour Relations

TERMS OF REFERENCE AND JOB DESCRIPTIONS

1. Head of Monitoring and Evaluation

Purpose:
Under the supervision of the CEO, the Head of Monitoring and Evaluation will be responsible for the design, development and implementation of a comprehensive, efficient and effective system of monitoring and evaluation (M&E System) that will enable PSF mechanisms to track progress, evaluate effectiveness, and assess the impact of its projects. The incumbent will also act as resource for all PSF project staff - with emphasis on Conflict Prevention, Management and Resolution program support - to enhance program design, monitoring, evaluation and reporting.

Key areas of responsibility
Among other duties, he /she shall perform the following:

Primary Responsibilities:
• Assists with the design and implementation of a monitoring and evaluation system that measures the effectiveness of project initiatives including improved reading outcomes;
• Monitors and evaluates overall progress on achievement of results;
• Monitors the sustainability of the project’s results;
• Provides inputs, information and statistics for quarterly, annual and other reports
• Assists in coordinating across the available components of the Project to ensure effective implementation of M&E;
• Assists the project personnel with M&E tools and in supporting them in their use.
• Designs and conducts research;
• Develops testing procedures for assessing quality;
• Assists with data collection, entry, cleaning, and reporting;
• Ensures accuracy of data collection and quality of data processing;
• Improves data processing and reporting;
• Helps build staff and counterpart capacity in data processing and reporting;
• Perform other duties as required by the CEO;

Qualifications:
• Master’s Degree in Economics, Business Administration, Information Management, Project Management, or equivalent with 5-7 years of relevant experience;
• Competence in qualitative and quantitative study design and implementation;
• Extensive experience with monitoring program implementation using qualitative and quantitative approaches;
• Demonstrated experience using data analysis packages such SPSS and database management systems, preferably Access;
• Experience in developing and coordinating data collection, processing and analysis systems;
• Experience in monitoring and evaluating education and/or community development programs strongly preferred.

Personal Characteristics Desired:
• Ability to balance work within a team environment;
• Good level of proficiency in Windows Excel and quantitative analysis
• Ability to design M&E tools, surveys, surveillance systems, and evaluations
• Demonstrated ability to train and build capacity of others
• Strong organizational, communication, computer, and interpersonal skills;
• Good technical writing skills;
• Good English language skills;

2.Director of Advocacy and Labor Relations

Purpose:
To assist the Chief Advocacy Officer in directing and supervising all activities of the advocacy and labour relations department. Specifically, the Director is responsible for identifying and prioritising all critical issues that impact the interest of the business community, conducting as well as supervising studies/research and development of positions papers to address those issues.

To provide overall leadership to the Advocacy & Communications department in support of PSF’s national Office strategy, objectives and aspirations. Develop an integrated Advocacy & Communications strategies and implementation plan that strongly positions PSF’s “voice”, policy positions, reputation, and influence to internal and external stakeholders (government, media, academia, nongovernmental organizations and the PSF Partnership) :

Major responsibilities:
• As a Senior Management Team member, jointly own the PSF strategy and its execution.
• Engage with all Departments to deliver clear communications of the PSF, Regional, and Global strategic objectives and deliverables in order to execute the strategies.
• Develop, manage and implement Advocacy and Communications strategy and business plan.
• Lead PSF campaigns and lead engagement with platforms led by other partners in policy development, processes and campaigns.
• Lead the Advocacy team (in conjunction with Technical Staff) to review National policies, their implementation, and engage with stakeholders to improve execution.
• Lead, manage, and mentor the Advocacy department to engage with other stakeholders to identify clear deliverables and execute.
• Create and coordinate mechanisms to engage supporters through development of communication, online engagement, reports, research, field visits, etc that address our Supporter’s drivers for supporting PSF members.
• Develop branding framework and implementation plan that raises awareness of PSF’s work, concurrently strengthening advocacy capability.
• External Communications - lead two-way communications through tools such as: web page; SHARE; research; local TV, Radio, Print Press; Social Media (e.g. facebook, twitter, etc).
• External Communications - Increase PSF’s reputation and coverage with Rwandan, Regional and International Media.
• Internal Communications - Working with People & Culture (HR) department, develop robust internal communications that engage all PSF staff addressing organizational culture.
• Lead donor liaison staff - creating unique experiences for donors who visit Rwanda that convey the development issues affecting PSF members.
• Support Grant Acquisition Management and Corporate Engagement with materials for raising resources and to raise funds for Advocacy.
• Lead the development of collaterals (e.g. annual report, brochures, PowerPoints) to engage across the range of stakeholders.
• Implement both internal and external crises communication mechanisms protecting PSF’s reputation.
• Effectively manage Communications & Advocacy budgets;
• Perform other duties as required by the CEO.

Education/knowledge/experience:
• Master’s Degree in Business Administration, Economics, International Finance, or related field preferred.
• Minimum of 5-7 years of experience with Strong leadership skills, experience in staff supervision, and the capacity to contribute to building a team focused on high quality customer service, policy analysis and planning, economic analytical skills, business plan execution, and project implementation and reporting.
• Capacity building of a range of stakeholders in advocacy and communication approaches and methodologies.
